The report published in 1909 contains statistics collected by the Bureau of the census which covered the 20-year period from 1887 to 1906, and also statistics collected by the former Department of labor, now the Bureau of labor statistics, which covered the preceding 20 years from 1867 to 1886."--Letter of transmittal," p. 4.
