Material re: the project sub-committee of the steering committee figures most prominently, and includes proposals, reports, notices, financial data, and the activities of the funding work group, involving contracts and agreements with various project funders. The publications consist of numerous reports and studies by the project, all under the general title of: Solving the puzzle of child care. Carole Ellison, Nina McLellan, Marcia LaRiche, David Gunning, and Elaine Rocker were officials of the project. The collection pertains to the development of a child care services network in a large metropolitan area. Each phase of the project is well documented, in particular, the difficulties encountered in dealing with both public and private sources of funding.

Historical NoteCleveland and Cuyahoga County, Ohio child day care planning project formed in 1983 to design a coordinated child care system for services particularly to low-to-moderate income families, and to explore new sources of funds for additional day care services. The project grew out of the Child Care Policy Review Project of the Federation for Community Planning, formed ca. 1982 and funded in part by the George Gund Foundation. The Child Day Care Planning Project (CDCPP) was also sponsored by the Cuyahoga County Welfare Dept., the Cuyahoga County Commissioners, and others. It consisted of an advisory committee and a steering committee, with a project sub-committee implementing the steering committee's recommendations. The Federation for Community Planning was the fiscal and administrative agent for the CDCPP, which was conducted in four phases: the identification of child care issues, the issuance of reports, plans and recommendations, and final implementation leading to the formation of Starting Point, the agency created by the project to carry out a local day care program.
