IV-V form pt. 1 and 2 of Bulletin no. 11. Vol. I-III were reprinted in 1901 as House doc. 529, 56th Cong., 2d sess., and issued also in a bureau edition. In these issues vol. III has an appendix, and not in the original edition: "Additional notes by Madison for the introduction to his Notes of debates in the Federal convention" (p. 796a-796o) Vol. III has a "Special index": p. 797-904.
