It was established in 1920 as an agency of the Welfare Federation of Cleveland. It grew out of the services to immigrants, young female travelers, and rural migrants which had been performed since the 1890s by the Catholic Diocese of Cleveland, Methodist deaconesses, and the Young Women's Christian Association (YWCA). It now operates under the auspices of the Center for Human Services.
