Gallagher was one of the organizers of the American Federation of Labor and served as its regional director for Ohio and Kentucky, 1949-1955. He then became regional director for Ohio, Kentucky and West Virginia with the AFL-CIO, 1955-1974. The collection consists of a biographical sketch, correspondence, certificates of achievement, a copy of the program for Gallagher's retirement banquet, and newspaper clippings.
