It was originally named the University Neighborhood Centers and was operated by the School of Applied Social Sciences of Western Reserve University as a training program for graduate students while providing a full range of community services and activities. In 1936 it changed its affiliation to the Welfare Federation of Cleveland and its name to the University Settlement.
