The collection consists of correspondence, leaflets, diagrams, and other papers, concerning Howe's activities, representing the Cleveland Chamber of Commerce, and of other members of a special committee appointed by Cleveland Mayor Herman Baehr to consider plans for the construction of a bridge over the Cuyahoga River.
