1Title:  Whereas, at the meeting of the board of directors of the Pennsylvania and Ohio Canal Company holden at Warren on the 18th day of June, A.D. 1840, it was unanimously resolved, that the completion of this important link in the great chain of public improvements, extending from the seaboard to all the great natural and artificial thoroughfares of the western and and [sic.] north-western states, should be celebrated on the line of the canal recently opened by said company, commencing on the 4th day of August next
