It was in session from April 4 to December 18, 1867. The collection consists of a journal containing the proceedings of this commission. He commanded the 78th Ohio Volunteer Militia during the American Civil War, served as United States Commissioner of Patents (1871-1874), and practiced law in Cleveland, Ohio. The collection consists of eighteen diaries and miscellaneous papers.
