He was a co-founder of the Amalgamated Clothing Workers of America with Frank Rosenblum in 1914. By 1935, the ACWA had negotiated contracts at most of the men's clothing stores in Cleveland, making it one of the largest labor unions in the area. He also co-founded the Cleveland Industrial Union Council, the local affiliate of the Congress of Industrial Organizations (CIO).
