It offered care and assistance to victims of the American Civil War, many of whom were homeless Southern refugees. It was incorporated in 1866 as the Cleveland City Hospital Society, with the aim of founding a hospital. A house on Wilson Street was rented in 1866 and called the Wilson Street Hospital.
