Lavelle (ca. 1908-1994), "considered a national pioneer in the field of court administrators" according to his obituary in the Cleveland Plain Dealer in 1994, was born in Cleveland, Ohio, and graduated from St. Ignatius High School in 1925. He obtained his Bachelor of Arts degree from John Carroll University in 1929 and graduated from Cleveland Marshall School of Law in 1933. Lavelle worked for the Cuyahoga County Court System, starting as a deputy clerk in 1933. By 1938 he was a clerk in Domestic Relations court for Cuyahoga County, Ohio, and in 1940 was transferred to Common Pleas Court to be the first divorce assignment commissioner. He became Cuyahoga County Common Pleas Court's first administrator in 1957. He worked for 18 years as business manager of the Common Pleas Court responsible for personnel, purchasing and the budget.
