The son of a policeman, he graduated from Glenville High School. During World War II, Wolf served in the U.S. Army Air Force as a meteorologist. After the war, he married Roslyn Zehman. Wolf founded the Zehman-Wolf Construction Company in Cleveland in 1948 and ultimately came to lead it for nearly 30 years. In 1948, Wolf earned bachelor's degrees in chemistry and biology and an honorary doctor of diplomacy degree from The Ohio State University. A lifelong student, he was awarded another bachelor's degree in civil engineering in 1954 and a master's and Ph.D. in economics from Case Western Reserve University in 1973 and 1993, respectively.
